Delegation of the Croatian Constitutional Court, headed by Prof. Željko Potočnjak, acting president, participated in the XIVth Congress of the Conference of European Constitutional Courts

3 - 6 June 2008 - the XIVth Congress of the Conference European Constitutional Courts, which, by accepting Monaco into the full membership, was enlarged to 40 members, was held in Vilnius, Lithuania. The judges of constitutional courts and other courts exercising constitutional review, together with participants of the European Court of Human Rights in Strasbourg, the European Court of Justice, the Venice Commission of the Council of Europe and guests from South America, Africa and Asia, discussed, on the grounds of the general report, the problems of legal gaps and legislative omissions. The discussion of the participants of the Congress revealed a great variety of constitutional jurisprudence related with investigation of the constitutionality of legal gaps. Most of representatives of the Constitutional courts participating in the debate emphasized that the investigation of legislative omission has been a significant aspect of securing the constitutionality of law and stability of the legal order. The next Congress of the Conference is going to be held in Bucharest, Romania, but also the first world congress of the constitutional court is prepared, with the support of the Venice Commission of the Council of Europe, in South Africa in January 2009.
