Plenary Assembly of the Global Network for Electoral Justice, Mexico

6 December 2018 - Deputy President, Dr Snježana Bagić, participated in the Second Plenary Assembly of the Global Network for Electoral Justice (Red Mundial de Justicia Electoral), held in Cancun, Mexico, on 3 and 4 December 2018. The event was attended by 39 judicial and administrative electoral authorities from 29 countries, as well as 24 international and academic organizations. The main topics of discussion focused on the analysis of mechanisms for protecting political and electoral rights, the analysis of various models for resolving electoral conflicts, as well as the impact of new technologies on electoral processes. In her speech in the panel on Universal and Egalitarian Electoral Justice, Dr Bagić addressed the Croatian electoral legislative model, invoking also Report no. U-X-6472/10 of the Croatian Constitutional Court to the Croatian Parliament on the Unequal Weight of Votes in Constituencies. At the end she concluded that it is the duty of the legislator to observe social change and to adjust the country’s electoral model in a timely manner. The courts’ task, including that of the constitutional courts, is to monitor the legislator and to draw its attention to events and phenomena that might jeopardise the trustworthiness and/or legality or the constitutionality of elections.
